Have you checked to see if the fitting into the block is not plugged?  Have you disassembled the carb to see that the needle is free and no passages plugged?  Gas flows freely from the tank when unhooked from the pump?  If all this checks good then disassemble the pump and check it out.....

    Yes, I checked both fitting and they are opened. I have disassembled the carb and pump and all passages are opened and both needles are good. Gas flows freely from the tank when unhooked from the pump.

    I was referring to the needle n seat not stuck?  Diaphram in the carb is pliable?
